City of Grass Valley acquire the buildings & grounds at North Star to be
held and managed in the public interest
Proposal
-
The buildings & grounds to be restored to an appropriate level to
maintain their historic integrity...and to encompass their use as a Community
Cultural Activities Center

Buildings include: Foote Mansion, Hague House, Cottage, and Assay Office

Made available to clubs, organizations and business community

Potential conference center (e.g. mini-Asilomar)

A place for our Arts community to display and perform for enrichment of
our lives here in the Foothills

A place to showcase our community and the pride we have in our town
Size and boundaries of the site acquisition requirements:

Sufficient size to provide park-like setting for buildings & grounds
of the "Center"
-
Site should provide natural barrier between "Center" &
future development
-
Site should be of sufficient size to provide public parking in an area
that will not produce a negative visual impact on the "Center"
-
Site should be of sufficient size as to allow for possible future
developments (i.e. outdoor performing venue), which would not have a negative
impact on the integrity of the historic restoration
How it is to be implemented
Form non-profit organization:

North Star Restoration Group (NSRG)

Founding board of directors comprised of leading community members
-
Responsible for oversight and management of the restoration of the site
Implementation
Funding
Funding for project would be provided through Public and private grants, Fund
raising events, Individual & corporate contributions, and Volunteerism
Requirements to get started
To enable North Star Restoration Group to apply for 501.c.3 non-profit status
the following is required:

Letter of Intent from the City of Grass Valley stating that:
The City intends to acquire ownership of the site in the public interest
The City intends to engage the North Star Restoration Group with a
preservation use easement for the restoration of the buildings & grounds for
use as a Community Cultural Activities Center
Letter of Intent from the landowners that they intend to transfer
ownership of the site to the City of Grass Valley
Getting started
With the Letters of Intent we will:

Begin laying the organizational groundwork necessary to proceed with the
project

Actual fundraising can't begin until transfer of ownership to the City & a
use easement is granted to our organization

However, some initial planning for securing & stabilizing the
structures/grounds is possible
